What do you say or do to comfort a child who feels scared?

This question has been raised by many of you especially parents who are so sensitized to the importance of their children feeling safe at home, at school, and with the law enforcement to mention a few.
I would like to present some of these questions to you for your feedback, solutions and our dialogue.

1) What do parents do that is helpful when their children are harassed, intimidated, bullied, and threatened especially by those who have power over them?
2) What are some of the ways children and youth deal with this unfortunate and abusive environment?
3) Is there a limit to how much a person, especially children can tolerate fear of others and of authority?
4) What can we who are far and safe tell or do; draw, to make a difference?

I love to hear your stories or insights and suggestions.
